Parish council meetings are open to the public so that the public may observe the councillors working on the predetermined agenda items and "Resolving them" (voting) on the various items to effectively legalise them.
Once the Agenda is completed and the work of that meeting is over, once the Chair has closed the formal part of the meeting, the Chair may open an informal session with the public which is distinct from the Council's decision-making process and does not form part of the minutes.
Members of the public must speak through the Chair when called, and the Chair may ask specific councillors with expertise on a particular subject to respond. In the interest of fairness so that all may have a chance to speak if they want to, the Chair will manage a strict time limit for each question.
